You can go by your own car up to Rishikesh and you take a local driver from Rishikesh, you will get easily there. The reason for that to enjoy sightseeing and while driving you cannot enjoy also they know local roads so it will better to take a local driver from Rishikesh.
Roads are mostly very nice only if rain comes than some patchs or mud will be there otherwise it is drivable road . OR you can take somebody with you – as driving such a long route alone becomes very tiring if you are a occasional city driver.
